According to government standards, housing should cost no more than 30% of your total income, including utilities. Households that spend more than 30% of their income on housing are considered to experience cost burden. This term applies to all income levels.

Typically, the use of the 30% of total income statistic is applied to low-income or subsidized housing. The Public Housing and the Housing Choice Voucher programs run through Alaska Housing Finance Corporation use income limits to determine eligibility for rental assistance.

Such rental housing is usually restricted to occupancy by households that earn less than 80% the area median income (80%AMI). Many affordable low-income rentals are further restricted to households earning at 60%AMI or 50% AMI.
